Yes, plus a few constructors! Care to guess just how much it will run over budget?
Now, if I were requesting tenders there would be no option of running over. The price you quote is the price you are paid, and if you don't deliver, you're on a penalty! - Not hard is it? But don't expect anything like it to be done fore Gidiot's mates!

I think the general expectation is that government projects will run at least a third over budget; so that'll be at least another £17 billion over what we've been told.

But why?
If I have something done to my home, I negotiate a fixed price. If my chosen contractor gets it wrong, that's his problem!
Truth be known, theses contractors deliberately lie about the cost in order to get the contract, then inflate it due to 'unforeseen' problems. This despicable practice needs stamping on! But I won't hold my breath in the corrupt world that we live in.

It will run hopelessly over time and over budget. From what I've seen, the technology they intend using is already out of date. If they really insist on this folly, they ought at least be looking toward the next iteration of technology.
