Ah, yet another 'consultation' that was a paper exercise to tick the right boxes.
Perhaps if people started demanding re-valuations of their properties because of such blights things might change? - I'll not hold my breath, things are loaded against the 'little man'. But one day, the little man will wreak one Hell of a revenge on those that have ignored him.

Looks like Leamington might get a gypsy site - on green belt! http://www.warwickcourier.co.uk/news/local-news/gypsy-site-plan-for-campion-hills-in-leamington-1-7305808A friend of mine had a good suggestion yesterday - if these people want to travel around, build bothy-style accommodation for them, which they're entirely responsible for; maybe they'd eventually learn to keep them tidy.
