I have yet to see a publicy funded project not run over on both time and cost. I could be cynical here and suggest that the cheapest price wins the contract, but knows full well that once the project is underway they can do what they like.

It seems to be a standard thing, and the government doesn't seem to mind getting it's cheque book out without asking too many questions.
