They could run much smaller buses.

We have full size single deckers all day (crazy as there's very few use them) but after about 7:00PM the buses are all a lot smaller, almost minibus sized.

I've seen those too. They cause less congestion by not clogging roads up around bus stops.

This is a difficult one. Less popular services often need to be subsidised. The problem is always where the limit is placed.

A former MBA lecturer of mine did an interesting case study on this. Unfortunately, there is no easy answer.

It's a trick one - no-one's going to use buses until they're as convenient as cars, and bus services won't improve unless people use them.

I think it depends on the commitment of local authorities. If they are serious about removing cars from the roads, they will improve bus services. If they don't, I think we can draw our own conclusions.
