A lot of criminals aren't all that bright, which is why plod get a few easy collars.
Organised, smart criminals are much harder to catch. Great Train robbery (only minions caught and lots of money still missing) anyone?

I've noticed a lot of correlation between organised crime & the legitimate business over the years; I guess a lot of the skills needed for running the various operations are similar.
