Just last week one magistrate in South Tyneside walked out when he was forced to add the £150 tax and other fines when sentencing a homeless man who admitted stealing a 99p can of Red Bull.

And last night another magistrate told the Sunday Express why he “could not work one more day” after being forced to apply the levy on a man on benefits who had stolen meat for his family.

This 'levy' was always going to cause problems.

You can't get blood out of a stone; so what's the answer? - Imprisonment? Prison rarely works and costs the country a fortune.

I remember years ago watching a documentary about a prostitute. Originally she started out in order to feed her family. After a short while she was doing it (and saw no way out) to pay off her fines!

Many times I think we confuse just what justice really is.
