Hopefully this will prevent more, thankfully rare, fatalities due to doctors and patients bening unable to communicate effectively due to language difficulties:

The case cited happened quite a while back. The fact that tptb haven't pulled their finger out and closed this particular loophole is scandalous.
But, (as I know to my cost) it isn't just speaking the language that is important, it is understanding it as well.

Not just understanding words but accents as the accent itself can give a different understanding of what is being said.
