There was a very mixed reaction to this on BBC Midlands Today this evening: http://www.coventrytelegraph.net/news/coventry-news/charity-chuggers-beggars-could-banned-12702792
It looks like a case of moving the problem to me.

It was a ludicrous decision. There are already laws there to stop the anti-social behaviour. The existing laws are not being applied, this prohibition won't be either. This is nothing more than the excrement that makes up Coventry City Council playing to the gallery.
