I rather feel that the Care In The Community idea came from a desire to free up old institutions which were valuable land assets ripe for redevelopment.Just look at them now- many bulldozed and built on or turned into fashionable flats etc with grounds to adore. The concept of integration and inclusion was the vehicle to do this. This man is one who needed high security intensive care and there's only one way to achieve that which is behind locked doors.

Care in the community, introduced by that awfully nice Mrs Thatcher as being good for us, the patients and saving the country a few pounds as well.

But by God many have paid a high price for those few pounds saved.

Its another example of the Mental Health Services letting him, his victim and us down. In hindsight, he should've been safely stowed away in Broadmore. How many others like him are out there? That's the worrying question.
