It does, Lex.

I'm against any development plans being approved unless full financing is in place. Coventry is still scarred where ideas have been approved, and demolition taken place, but there are insufficient funds (or interest has been lost) to complete the project.

Sadly, it often happens. No redevelopment plans should ever be entertained unless finance is already firmly in place.
