 Topic review - Fines for Fly Tipping

I live on the very edge of Coventry. In fact, when I walk the dog half the walk is in Warwickshire. The area is blighted with fly tipping. Only this week I've noticed an old mattress dumped in the entrance to a farmer's field. In the past I've seen old chest freezers dumped there. The canal side is also ripe for dumping with all sorts being found on the tow-path.
