It's rather like those who trespass on railway lines. There is signage, there are barriers, there are warning bells and much is publicised about the dangers of doing so. Does that stop those that are ignoring the warnings? No. To what extent do authorities have to go to stop people? Does commonsense and knowledge of dangers not register with some?
