Beggar orf...

As far as I know Stratford upon Avon's policy is to move beggars etc on from where ever they are plying their 'trade'.

Considering this is supposed to be a Christian country, I just wondered what the general view is of this policy? Shouldn't we be a bit more understanding? Harsher?
