On the travellers point, my understanding is that the government for a long time now has put the legal duty on councils to provide sites for travellers on allocated land. What I have never been able to understand is the interaction between fixed sites and the nomadic disposition of travellers. I mean, are we saying that they must go on the fixed sites that are allocated and if they must , who is going to force them? But if they don't and then largely continue travelling about , then why are these sites provided in the first place? Was the intention originally to try and get them to settle down? If so , it doesn't look as though it's been a roaring success.

Travellers aren't going to use facilities they have to pay for, as anyone with any attachment to reality knows.
Of course it'll fit, you just need a bigger hammer.
