Default District Councils to Work Together?

I can still see the councils squeezing as much money out of taxpayers as they can, even with 'money saving measures': https://www.stratford-herald.com/110...-together.html

They've taken a battering on their income, so you can bet your life they'll do everything they can to improve their situation.

Surely working together will give rise to job shedding opportunities?
Of course it'll fit, you just need a bigger hammer.

Working together will probably only be about saving money / cost cutting. It's about where those savings will come from.
    Cool

I've lost count of the times we were told that we were partnering other organisations due to synergies and cost saving opportunities. Rarely did they live up to the promise. Truth be told, many actually added to our costs.
