    Yet more committees and meetings instead of putting feet on the ground! I'll wager this little 'club' delivers very little in real terms.

    As rebbonk said the idea is good in theory. There are two things that come to mind. How will cash strapped councils fund it ie which Peter will be robbed to pay Paul and will the initiative bear fruit in a postive and meaningful way to the benefit of the community, especially those that need support.
