They're just a group of worried enthusiasts who don't want to see Stratford Ruined by bad planning.
I suspect you're talking about something more secretive though, if so I wouldn't know where to start. What has aroused your suspicions?

Seriously though, it does sound similar to the Leamington Society (see my un-replied to post in the Warwick & Leamington section)
I think this is the group who are concerned about Stratford staying Stratford, as in buildings being painted nothing brighter than Grey, no exposed flesh on posters selling underwear, no drinking in Pubs, that sort of thing.
Either that or they're the one's who were recently exposed for regulary eating babies and practising human sacrifice.

Well, even if that should be the case then a subject can only increase it's coverage and when it is about proposed changes to your town be they good or bad depending on your perspective the usual method of promotion - if any - is not always reaching enough people so other groups bring the message out.
