I'm guessing that tourist season is about to start? Are bikers a problem on The Waterfront?
Cynical me thinks it makes it easy to relieve mug tourists of more money by way of 'instant' fines.
Of course, it may well backfire and tourists go elsewhere.

Good point. I'm not sure how many tourists Stratford will be getting this year, though, with all the roadworks in the area.
