It's time that the act (Local Government Finance Act 1992 ) was scrapped. Councils need to be fully accountable for what they do, under this act they can simply demand (and take) money without delivering anything.

On top of that, you'll have various precepts (extras to you and I) for things like the police.
As I said before, it is time the local government finance was scrapped and time that we could hold our council responsible for what they deliver whilst having the option to 'shop' around. If the b*ggers had to live in the real world, you can bet that both value for money, and the service we get, would improve.
