Surely this should come out of the social services budget? They need to be thumping on the door of No.11 if they are short of funds.
Of course it'll fit, you just need a bigger hammer.
If there's no cash in the Social Services budget, maybe the cost could come out of councillors' expenses.
I can't think of many councilors who would go for that. Far too many are in it for what they can get out of it. The pickings at a local level can be very rich without risking the scrutiny that goes on in Westminster.
