They have hefty reserves, Lex.

I've always said that if a venture is viable it'll never have trouble attracting finance. I often used to advise people setting up a business to talk to a mainstream bank, even if they didn't need financing. If the bank wasn't interested, maybe they ought look at things again!

I'm against councils using our money this way as they are rarely professionals and rarely look at things objectively.
