I don't like him but I've never thought him stupid or impulsive. My bet is that he has something lined up and this was the perfect opportunity for some extra publicity. Even his twitter account is showing a ticking clock!

To be honest, the article I posted above is about the only time I've ever paid any attention to him. As far as I can gather, he's famous because left-wingers get wound up by him.
He's famous for a nasty fraud when he worked at a newspaper. He would buy shares, the paper would tip them, they'd rise in price and he'd cash in.
I also think he was allegedly involved in the press telephone hacking scandal.
