What does he mean by terror threat inevitable? Does he mean attack? It seems very strange wording for an official statement.

You're right, does seem an odd thing to say. It's worded as if there wasn't already a threat. Very odd.

Maybe it's scaremongering, like the conspiracy theorists would have us believe.

If I was an alarmist, I'd say Stratford could well be a target (please understand this is purely conjecture), as it's a popular tourist center and to attack it would seriously hurt thr midlands, being the second biggest tourist attraction to London.

But we've had hundreds of these warnings, and they nearly always turn out to be nothing. I don't believe anyone has anything to fear.
