They certainly can Lex, as a walk around the back of many of these premises often exposes.

Also, the users of them are usually not too careful where they dispose of their containers/wrappers/uneaten food. I'm constantly on the alert when walking the dog, I don't want her picking up some vile deep-fried chicken that has been thrown away.
