I'm all for helping the homeless, but we really need to understand the underlying problem(s) of why they are homeless.

Sadly, this type of scheme often fails because it becomes prescriptive.

If we wait to find the underlying problems-this was here 20 years ago the problem will be there in 20 years time. If in Stratford there are 298 familie s waiting to come out of b and b accomodation- we all know what the problem is. Not enough homes! So why not concentrate on housing these 298 families first instead of procrastinating for another few years , with meeting after meeting by more new quango's which cost as much -- cosy meeting hours in heated buildings, and cakes and tea,only to be adjourned'til next meeting- ad infinitum - as it would to build or convert a few or more houses.
I know- I've been to a few. All the best cakes and crockery, people to serve and clear away---paid for by the ratepayers. Time and money wasters the lot.That's the underlying problem-too much gassing and no results.Most of these families are decent human beings who have fallen on hard times.due to reduncancy or high rents. Some young ones who just need a home. No use punishing everyone because of the few who dont care.

What do you think of the new 'affordable' housing developments opposite the train station in Stratford.

They're 'affordable' for a reason. One of the first things I learned as a travelling lecturer/trainer was never to take a hotel near to a railway station. - Stations often attract the most unsavoury of characters.
