Sounds like a lack of following procedures to me. A good steam clean would get rid of most of that, then they just need to clean it properly, and regularly!

They are to make 'regular' deep cleans, which does nor mean every week or even every day because of 'cuts'
What DO the cleaners do? A quick jet hose every evening would not take long.
