Why are cctv pictures so poor?

Incidentally, a pensioner was walking home from (I believe) the Cross Keys in Bedworth one night this week when he was attacked by a couple of yobs. Be careful out there, it's getting worse.

Just checked, and it was from the Plough, (not the Cross Keys) on Smorrall lane and there is a reward I believe.
