I must be really dense as I fail to make the connection between building owner and the seagull taking a closer look at the woman, unless the seagull is a pet of the owner and is acting in the manner of a watch dog - I think not.

Once again, the responsibility is moved to someone else. Surely, it is no more the fault of the owner than the postman, the meter reader, the paper boy, the person that makes the tea, tidies the office etc, however.....

A part of me wonders if it was breeding time for seagulls when it isn't unusual for them to swoop down on someone they feel to be an intruder and if it really is such a problem then the owner might well need to engage the services of the pest controller.
