Thank heavens for the neighbour's quick thinking. This is what gained the conviction of this thug. The little puppy is now safe but the brute who did this is only banned from having a dog for 7 years. I think it should be a ban from having any animal for life.

I'd go with a ban for life.

I don't see how these animal bans are enforced though. If someone moves to a new area, who knows of their past...

Yes, I know and it seems this is the problem not just with such bans but also with child protection matters as we saw in Scotland recently. That Mother moved and her Health Visitors didn't chase her up nor hand her over to the new area. The system isn't joined up but should be. Maybe a red tag or flag system on the council tax would help?
