This is pure evil and pure failure by police in the 1870s as well. There's so much more to this than they have reported to date. I cry at the thought of these tortured souls trying (ineptly) to give silent signals to the outside world back then and the world they tried to communicate with missed the signals. We have to be more vigilant to cruelty and less stiff upper lip. Neighbours are now saying they saw them at windows staring. For goodness sake , let us please have some courage to say something doesn't seem right so at least let us have the courage to ask.
